Workforce Development Manager

Position Purpose:
The Workforce Development Manager under the general supervision of the Director of Programs is responsible for the day to day management of the Workforce Development Division. The incumbent provides leadership, ensures accountability, facilitates team integration, implements and monitors strengths base approach to supervision and case management and provides guidance and direction to the Job Developer/Job Coach, Retention Specialist and Case Workers. He/she implements and monitors the Collaborative compliance with DOES and other contract agencies. He/she ensures clinical and administrative compliance with contracts. The incumbent is also responsible for managing the department to ensure it is in align with the agency's mission. Lastly, the incumbent will provide rotating emergency coverage of the Job Developer and Case Manager as needed.
Principle Accountabilities:
- Training - In collaboration with the Director provide leadership and direction to Job Developers/Job Coaches, Retention Specialist, Case Manager's and member agencies on the strengths based approach to maximize effectiveness of social work practices. Implement and monitor strengths based approach and recommend changes as necessary and to facilitate improvement in the program.
- Employment Services Program – Manage direct services staff to assist them in developing positive relationships with families and employers. Observe Job Developers/Job Coaches, Retention Specialist and Case Manager's on a regular basis in the performance of clinical/case management functions to ensure the quality of service delivery program. Provide guidance and assistance to further assist staff in their professional development, assist in resolution plans for difficult cases and increase knowledge base of the strengths based approach.
- Quality Assurance - In collaboration with the Director of Programs review records to ensure compliance with contracts. Ensure all required documentation; reports, data and information are accurate and up-to-date within required time frame for administrative reviews, audits, quarterly reports and annual report. Review unusual incident reports and recommends corrective actions.
- Administrative – Maintains overall accountability for the Division's human resource requirements, including development and monitoring of staffing models and scheduling plans; recruits, selects, conducts performance evaluation within required time-frames, initiates disciplinary actions as needed and identifies compensation levels for team members. Orient staff members to departmental and organizational requirements.
- Supervision - Conduct weekly supervisory sessions with Job Developers/Job Coaches, Retention Specialist, Case Manager's to review difficult cases, provide direction and guidance and to identify strengths and deficiencies with appropriate course(s) of action.
- Program and Community Meetings – Coordinate and participate in Program Review Committee and member agency meetings. Provide necessary information to keep participants informed of new employment opportunities and program developments changes that affect current work practices.
Education:
Bachelor's Degree in related field, or 10 years of social services experience.
Experience:
3-5 years experience in the field of social work and/or business, preferably with families. 2 years previous supervisory experience with clinical concentration. Demonstrated leadership skills, Knowledge of human services, case management and crisis intervention. Excellent oral and written communication skills and interpersonal skills. Ability to handle multiple tasks. General knowledge of Microsoft products.
